Project description:
The project consisted in the preparation of a comprehensive parking policy for the city of Ełk.
An important element of the project were consultations with city residents, aimed at identifying places in the city where parking problems occur, as well as learning about the needs and ideas of residents to improve parking in a given place.
A strategic document "Parking Policy of the City of Ełk" was prepared, as well as design and executive documentation for the implementation of pilot activities.
Among the parking policy tools, two pilot solutions have been comprehensively developed and tested:
- Solution no. 1: Smart Parking closed – it is a car park on the premises of the City Hall of Ełk. A parking zone with a limited parking time of up to 30 minutes has been designated, with automatic monitoring of the parking time. This solution is to exclude the possibility of many hours of parking and thus make it easier for residents who want to settle matters in the office to find a parking space.
- Solution No. 2: K&R (kiss & ride) zone – designated at Primary School No. 3 at Grodno St. It is a parking zone with a parking time of up to 1 minute, where the parent driving the child to school will stop for a moment so that the child can safely exit the car and go to school.
The delineation of zones improved the availability of parking spaces and reduced the traffic related to the movement of vehicles to find a parking space; this increased safety during rush hours near the school.
